The Captive City (1952) was a Crime - Film Noir Film directed by Robert Wise and produced by Theron Warth.
SYNOPSIS
A film noir that stars John Forsythe as an idealistic newspaperman who gets a tip from a detective that the mob has moved into his home town. When our hero uncovers a gambling racket, the detective is murdered, and the police won't do anything to help. Soon the reporter is on the run from a shadowy crime lord, without a friend in the world. The film features an epilogue by an actual U.S. senator warning the public about organized crime.
